The cup is narrower and its size is also big. So it retains the heat for more time. But with saucer it is vice versa.

The tea in the saucer gets cooled faster then the tea in the cup due to heat transfer by conduction. Because heat transfer takes place faster in a larger space rather than smaller area. Since the area of saucer is larger than the cup,the heat sissipation is faster and so the tea gets cooled.

Heat transfer depends upon the surface factor(similar to the evaporation process).That is,if the surface is larger more heat will be transferd at a time than compared to a small surface in the same period of time. Thus,the tea in the saucer cools faster than in the cup.
